Upon review of the application, if the City Administrator finds that the applicant has provided sufficient information to establish that one (1) or more legally sufficient and applicable permit(s) exists on a project, the City Administrator shall issue a certificate to the applicant recognizing vested rights for the project which shall be dated and signed by the City Administrator. For example, if the average side building separation between the most immediate principal structures is ten (10) feet, the proposed structure shall be positioned upon the lot to provide 10 feet of separation, or a minimum of 5 feet.
